Data to Action: Using Dashboards to Improve Family Planning Services","

During the COVID-19 pandemic, many global health programs experienced delays and setbacks in collecting data; however, we know that data can only be used to inform programs if properly collected and analyzed in a timely manner. In three Jhpiego-supported countries implementing family planning programs—Indonesia, Guinea and Kenya—the creation of data dashboards enabled the teams to analyze data in real time, visualize problem areas and quickly offer solutions to improve postpartum family planning services.

Postpartum family planning services are a set of proven integrated interventions for preventing unintended pregnancies in the postpartum period—the six weeks following childbirth. The provision of high-quality family planning services for postpartum women is recognized by the U.S. Agency for International Development as a family planning high-impact practice. Jhpiego, a leader in programming for postpartum family planning in these three countries and others across Africa and Asia, is working to improve access to facility-based postpartum family planning services.

In Indonesia, a significant decrease in uptake of postpartum family planning was noted in Bogor district and in Ciawi Public Hospital, two areas where Jhpiego provides support. In Guinea’s Kindia region, health centers noted poor maternal health and family planning service data during various monthly data reviews. And in Kenya, problems with inconsistency and low reporting were noted in the many different reporting systems.

In these three focus countries, virtual dashboards were developed to ensure proper collection and timely analysis of data for use in identifying bottlenecks or problems and in determining corrective action.

Postpartum family planning program dashboards in Indonesia.

Jhpiego staff work together to develop a dashboard in Guinea.

The Challenge Initiative’s dashboard in Kenya

By analyzing the new postpartum family planning dashboards each month, Jhpiego’s team in Indonesia was able to evaluate trends and produce detailed insights related to services at the health facility level. Parsing through the data with the Ciawi Public Hospital quality improvement team, they saw several reasons why services had decreased. First, it became clear that most postpartum family planning services were not being delivered on holidays and at night. Second, even though several patients had chosen to use family planning, trained health providers who could provide the services were not on duty; and the midwives who were on duty had not received training to provide the required services. In response, the team suggested that all midwives in the hospital be required to be trained on postpartum family planning counselling and postpartum intrauterine devices and implant insertion.

These data-driven actions have already shown an impact on service uptake in Ciawi Public Hospital. For example, the hospital organized in-house trainings, routine drills and on-the-job trainings. Subsequently, the number of women who received a family planning method of their choice prior to discharge increased from 27 percent in July 2021 to 68 percent in August 2021 and then 73 percent in September 2021.

In the health centers of Guinea’s Kindia region, dashboards stimulated discussions about the data and possible causes of poor results. Staff then proposed and implemented corrective measures. As these corrective measures improved postpartum family planning uptake, the dashboards reflected the improvements and motivated teams even further. At the Bibane Urban Health Center, for example, the number of new family planning users increased threefold between January–March 2020 and January–March 2021. This increase continued, and by July–September 2021 had risen fivefold.

In Kenya, The Challenge Initiative uses the dashboard to monitor, triangulate and visualize family planning project performance. The dashboard brings together data from various sources, such as the health management information system and project data collected through the Open Data Kit app and the Performance Monitoring and Action program. The dashboards provide a platform for monthly data verification to rectify any identified data errors and for making decisions on performance. Both the project and Ministry of Health staff can easily access the dashboards, which facilitate integration and data use during regular performance reviews and management team meetings. Action plans are then developed to address any poor performance areas and to conduct data quality activities. The Challenge Initiative’s reporting rates have improved and are currently above 95%. There has also been significant improvement in the quality of the data submitted as a result of continuous monitoring and review by the project’s implementation teams.

Dashboards are a key tool in Jhpiego programs’ strategies to engage health workers, health facilities, district and regional managers and data managers in making informed, data-driven decisions and taking corrective actions. In so doing, Jhpiego continues to catalyze improvements in consistent, equitable and voluntary postpartum family planning services for all women who access the health system.

Kirole Ruto is a monitoring, evaluation and learning and data manager in Kenya. It’s all part of the South African government’s goal to make COVID vaccines more accessible to people living in vulnerable and outlying communities, like Khayelitsha and neighboring Mitchells Plain.

In Khayelitsha, just 37% of residents are registered to receive a vaccination, which means they’ve likely received at least one dose of Pfizer or Johnson & Johnson, two vaccines commonly available in South Africa. Nationwide, nearly 49% of the adult population has received at least one vaccine dose and Rosemary Njogu44% of the adult population is fully vaccinated.

With funding from the Solidarity Fund, Jhpiego has supported the South African National Department of Health to vaccinate South African residents in two provinces, the Western Cape – where Cape Town is located – and KwaZulu-Natal. As of May 9, Jhpiego has provided 40,378 vaccinations to residents in the Cape Town metro area. The project continues through June.

Building on VMMC work

As the pandemic reached South Africa, Jhpiego knew it could contribute to reducing the spread of COVID-19 through its experience in HIV prevention through voluntary medical male circumcision (VMMC). When the South African government asked for NGOs to assist with COVID vaccination campaigns, Jhpiego offered to help, drawing on its logistical, administrative and procurement experience with VMMC as well as its experience in generating interest in preventive care among adult men, who have been slower to take up the COVID-19 vaccine in South Africa, said Dr. Christopher Morgan, Jhpiego’s senior technical advisor for immunization. This included everything from understanding what materials would be needed – needles, gauze, sharps bins, etc. – and where to procure them, as well as how to answer questions that clients might ask, like, “Why can’t I stand for the vaccination? Why do I have to sit?”

In addition, because of its VMMC work, Jhpiego was able to draw on its strong relationship with the Department of Health and the communities it proposed working in for the vaccination program.

“We were already delivering a service, VMMC, and the health department knew they could trust us with vaccination,” said Dr. Cynthia Thandi Ncube, Jhpiego medical officer who helped coordinate the vaccination program with colleague Siyabulela Kwezi Shumi. “It was much easier to set up a vaccination site because of the experience we had from VMMC. We already knew what was needed and could be done.”

Jhpiego hired four nurses to run pop-up sites where they would provide COVID vaccinations and prepared for the work through the government’s online training course. Until recently, the on-the-ground vaccination teams also included community interns, who were funded by the South African government for six months. The interns focused on demand creation, registration of vaccination clients and sanitization of the work and waiting areas. Five teams of vaccinators covered a total of 56 vaccine sites during the month of April.

Ncube said the start of Jhpiego’s vaccination program required commitment and dedication. The number of people getting vaccinated was low and the vaccination team discussed ways to stay focused and support each other.

“I was listening to them and talking to them about how we can make this work better.” — Dr. Cynthia Thandi Ncube

Eventually, vaccination numbers picked up; as more and more people saw their friends, family members and neighbors getting the vaccination and staying healthy, “then they felt more comfortable getting vaccinated,” Ncube said.

Educating clients about COVID vaccines

Still, as in other countries, South African residents were hesitant about receiving vaccines for a number of reasons. A fear of needles. Concerns about vaccine ingredients. Plus a feeling of ambivalence about the vaccine since it doesn’t 100% prevent anyone from falling sick with COVID.

“The most challenging thing is . . . convincing people to get the vaccine,” said Magubane, one of the nurses. “Because you talk to a person, explain what’s going on about the vaccine but still they will say, ‘No, we will come back tomorrow.’ It’s a bit of a challenge.”

But Magubane wasn’t deterred. She says one of her approaches to overcoming vaccine hesitancy is to ask people to think about the health of the people around them, especially older or younger family members or people they come into contact with. She also shares her own story of getting vaccinated in May 2021 – back when only health care workers could access the vaccine in South Africa – and then falling sick with COVID in September 2021.

“I was diagnosed with COVID but for me it wasn’t severe,” she said. “When COVID started, I was working in a hospital. The vaccine for us health care workers, it really was a relief.”

Magubane’s most rewarding moments in this job have been when clients come back and say that after they received the vaccine, they caught COVID but they weren’t very sick because the vaccination helped them. She’s lost count of how many times people have shared this kind of experience with her.

“It’s like, wow, we did something good for another person,” she said. “Then that person can spread the word that the vaccine is actually helpful.”

Laura Elizabeth Pohl is a photographer-writer for Jhpiego based in South Africa. in Guinea, alerted a district coordinator who dispatched an ambulance that would take Kalaya to the laboring mother’s bedside. Kalaya’s examination revealed that the woman’s blood pressure was low—and that the unborn twin was in a breech presentation.

Through the Health Service Delivery (HSD) project, initiated in 2016 in partnership with the Ministry of Health in Guinea and funded by the U.S. Agency for International Development, Jhpiego helped create mobile clinics as a way to serve hard-to-reach communities and develop trust in the health care system. It’s part of an ongoing effort to address underutilization of health care services and facilities by communities that have lost trust in them, whether because of the Ebola epidemic or due to poor quality and availability of care—all of which exacerbate people’s wariness.

Boffa District Hospital, where midwife Kayala works, has received HSD project support for various interventions related to maternal health: training in basic and comprehensive emergency obstetric and newborn care, provision of equipment and materials, regular supervision, and establishment of a continuous quality improvement process for the workplace.

The HSD project received supplemental funding in 2019 specifically for outreach activities. To this end, the project created mobile clinics as a way to provide health services to women in hard-to-reach communities using ambulances purchased by the project during weekly open-air markets in different villages. However, the COVID-19 pandemic and resulting restrictions interrupted full implementation. The project changed its strategy and designated these ambulances as mobile clinics to meet the obstetrical referral needs of district maternity hospitals.

It was one of those ambulances that midwife Kalaya commandeered to transport herself and the mother, along with newborn twin No. 1, to the district hospital.

Just a few miles into the journey, the mother’s contractions started again. The midwife called for the ambulance to stop. Then and there, in the vehicle, she capably and safely performed a breech delivery, following the national protocol. A healthy baby boy was born at 9:30 p.m. Kalaya conducted an initial newborn assessment and provided appropriate care.

The driver took to the road again, driving cautiously and finally arriving at 11:00 p.m. at the district hospital, where a care team of midwives, nurses and doctors awaited the woman and her two babies. After three days of observation, they returned to their village. The woman’s mother-in-law and husband repeatedly blessed and thanked the staff, especially the quick-acting Kalaya who had come to their rescue.

The mother received family planning counseling at the hospital and chose an implant, which was inserted before discharge. The midwife followed up with the health post and confirmed that the mother had returned for postnatal care and was doing well.

Through the HSD project, Kalaya, a widow and mother of five, said she and her department colleagues have been made to feel like “queens.” “I feel proud of the job I’m doing! What made this experience even more special for me was the communication with the hospital team to prepare everything before our arrival, including the laboratory and the operating room,” she said.

“The availability of the ambulance has put us at ease, because it reduces referral delays. All presented with complications, including hemorrhaging during the first or last trimester, prolonged labor, eclampsia, abnormal presentation of the baby and postpartum anemia.

Working in the Boffa district since the start of HSD, the project has achieved encouraging results there despite the challenges of the pandemic. The district has seen a 28% increase in assisted deliveries, with use of the partograph to monitor labor increasing from 18% to 77%, and active management of the third stage of labor increasing from 60% to 99%, and a decrease in the incidence of postpartum hemorrhage from 0.9% to 0.6%. Of special note, the hospital was awarded its first star by the Ministry of Health through the HSD project for improving the quality of services through performance standards in emergency obstetric and newborn care, family planning and infection prevention and control.

Jacqueline Aribot, Director of Monitoring and Evaluation, and Mohamed Nioké V, District Project Coordinator, are with Jhpiego’s Guinea Office.

","
The frantic call from a nurse at the Koukoudé health post came in at 8 p.m. A woman in labor with twins had given birth to the first baby, but now, hours later, the second baby had not yet arrived.

","a-midwife-and-ambulance-to-the-rescue","https://jhpiego.org/our-stories/p/a-midwife-and-ambulance-to-the-rescue/","/our-stories/p/a-midwife-and-ambulance-to-the-rescue/","2021-12-15T02:38:00","2025-08-29T02:49:42
5632,"https://api.jhpiego.org/wp-content/uploads/2025/08/guinea-story-300x269-1.jpg",269,"Kalaya Kourouma, a midwife at the Boffa District Hospital in Guinea.","guinea-story-300x269","","https://api.jhpiego.org/wp-content/uploads/2025/08/guinea-story-300x269-1.jpg 300w","300px
"2025/08/guinea-story-300x269-1.jpg",35654
"guinea-story-300x269-1-150x150.jpg",19718
[
#a6674a","UcKS;RaccWwI~Wrr$+smNFs:NHt6Z#kWNZof
[1203,1204,1206
"Uncategorized","uncategorized","/our-stories/c/uncategorized/",[1211,1214,1219,1224
221,"/our-stories/c/guinea/
117,"Midwife","midwife","/our-stories/c/midwife/
222,"PPH","pph","/our-stories/c/pph/
[1226
181,"maternal-newborn-and-child-health
1231
Mohamed Nioké V and Jacqueline Aribot
3816,"https://jhpiego.netlify.app/?p=3816","Helping Girls Realize Their Dreams","

Lunzu, Blantyre District, Malawi — Alinafe Machilika had to leave high school before finishing her final year, dashing her hopes of becoming a nurse. In Malawi, one in four new HIV infections occurs among young women, according to a recent report from UNAIDS that reveals just how disproportionately women and girls are affected by what is described as “a prevention crisis.” In fact, young women in Malawi aged 15 to 24 are at almost twice the risk of acquiring HIV compared to males of the same age.

In October 2020, Alinafe met a Gateway community health volunteer. “I was struggling and losing hope until Jhpiego arrived in my village and one of the club mentors [a volunteer working with Jhpiego] introduced me to the DREAMS club in our community,” said Alinafe. “Regardless of having a child or failing to cope with married life or poverty, I was encouraged. I was told that this was not the end, but the beginning of my future.”

At club meetings, Alinafe and 28 other girls and young women learned about ways to reduce their risk of acquiring HIV. The members encouraged each other to make decisions to preserve their health and safety and lead healthier lives. They discussed economic empowerment and gender issues while learning entrepreneurship skills. Trainings included proper ways of establishing and doing business, developing capital and identifying potential income-generating activities. The DREAMS clubs serve girls, ages 10–14, and adolescents and young women, ages 15–24.

“The club has changed my life,” said Alinafe, now 20 and studying hotel management and catering at the Malawi Institute of Tourism. “I will take my knowledge back to the girls at home who are like me and tell them to dream big.”

She is among 19,238 young women and adolescents in Malawi to benefit from the Gateway DREAMS initiative through educational support and enrollment in vocational training in the hotel industry, plumbing trades and tailoring.
