Dr. Virgile Kikaya

Global Health Security Technical Director

Dr. Virgile Kikaya is a physician and global health leader with more than 20 years of experience. He serves as the Global Health Security Technical Director at Jhpiego, where he oversees portfolios that contribute to advancing epidemic preparedness, strengthening surveillance systems, emergency operations centers, and rapid response capacities. He brings extensive experience in public health emergency management and outbreak response, having guided the development of national action plans and advised on pandemic preparedness strategies at subnational, national, and regional levels. His expertise spans HIV, maternal and newborn health, and health systems strengthening and integration.

Dr. Kikaya works closely with ministries of health and other stakeholders, such as National Public Health Institutes, to ensure system preparedness through capacity building, the development of technical approaches and guidelines, health security planning, and risk assessments. He has supported the establishment and operations of Public Health Emergency Operations Centers and has played key roles in multiple outbreaks. Dr. Kikaya has also worked with numerous international donors.

Virgile holds a medical degree, a Master of Public Health, and a Master of Science in International Development and Management. He is a board member of the Global Health Security Network and the convener of the Global Health Security Conference.
